Unfortunately, the planet has been under ComStar interdiction since our second month on this planet. That raises all TNs by 2. On the plus side, because the contract is for garrison duty, all introtech TNs are reduced by 1. The net result is introtech is +1 TN net and advanced tech is +2 TN net from your calculations.
