HELP character creation ICE

Have a few questions as to what I can and can not do with points during creation. I noticed a few peoples skills were more than the skill bonus chart as well as any additional from traits. Are you able to just buy ups on skills or additional skills somehow? Also I have no idea what mech quirks are? I know they are to help imporve and do minor or major things to the mech in good andbad ways but I have no idea what the list of those things are and what they do. I do not own the ATOW or Total warfare I only have the master rules set and box set stuff. I also do not know what all the SPAs are and what they do I have the list from thread but no idea what they do exactly.

BACKGROUND:
Alan Moon
   Alan Moon born in early October 10, 2745 he was the son of a mechwarrior. He grew up on Terra in a military home like his father. His fathers before him served in the military and have been for centuries with few gaps in between. Always on the move his family became a mess of politics and pain. His father was a less than favored mechwarrior but very loyal to The Star League. His father had average skills and usually drew guard or escort duty during whatever conflicts may have arose. With his father gone most of the time he and his mother had to rely on themselves. Turmoil soon followed the family however. His fathers less than noble actions with fellow mechwarriors (females) were the catalyst that sent the family down a split path on more than one occasion. He too had to follow the family tradition be the mechwarrior for your nation or be a disgrace to the family. With little options left Alan reluctantly joined.
   Two years have passed and his high markings at the ranges and training exercises have earned him a spot as a leautenant but he has became bored with little to no action. He requests to transfer to the 741st who are scheduled to be in route to New Vandenburg in a few weeks. His requests are denied. So he requests for the next two weeks before finally sneaking into his superiors office and attempting to hack the system. He fails miserably because of his lack of patience. He types to fast one to many times missing one key or another in the usual password signaling base security and the special communications unit. This leads to a small scuffle outside as he tries to escape. This scuffle results in one officer specifically a special operations major losing a tooth. With Alan failing to evade the 5 man team sent to retrieve him he is tossed into a cell. The major saying "You were denied because your family legacy deserves to rot away. You call yourself a mechwarrior you may score high in the field tests and at the range but your fathers legacy and less than honorable discharge to be will ensured. You will see no chance for glory." At his tribunal he pleaded his case to the court "Your honors, I only wish to fight at the front lines. I only wish to right my fathers legacy that has been placed upon me. I am loyal to the SLDF forever and always. "Little known to him that there was a friend to his father on that panel. He received his demotion, however he got his wish to transfer to the 741st. The only other reply to him was from a seated member on the council who pulled him aside. " Finally someone with enthusiasm and for the right reasons. You will see many things I hope you know what you are doing. Things have not been all that they seem out there. Tell your father he still has friends who know the truth and by the way your father has done more than people know. Do not be so harsh on him not all official reports are official young man." With that strange thought in mind he headed out.

For surviving scenarios you will receive experience like and RPG.  You can spend experience to increase your skills and attributes, thus how some of us are at more than a +6.

The Sniper SPA halves range penalties, so +1 for medium and +2 for long range (technically +3 for extreme but that rarely comes up in TW play).

'Mech quirks are in Tac Ops (I think) and can both help and hinder your performance in TW play.  Based on your writeup, for TW purposes you would have a five box damage track (instead of the normal 6 box TW track) and a 3 pilot, 3 Gunnery mechwarrior.  Incidentally, don't assume TDS is free XP.  Rob can and will make it come up.

I figured TDS would come up eventually I planned on buying that off after the negative reputation. However I do not own tac ops either. Can someone post a list of general mech quirks good and bad? Also I am unsure of which connections to put. Also I know what sniper and marksman does from looking through threads but the general skills list on threads only has a few definitions for some. Also I dont have the exact schematics for the royal griffin because SSW isnt working properly on my computer not sure if im doing somethng wrong or not following a right path through the folder

GM: If this is your PC, as-is, then it is APPROVED.  If you still have further work to do, do it quickly.  SPA information are found in A Time of War, the BattleTech RPG.  Mech Quirks are found in Strategic Operations.  I cannot post complete sets of rules for these, as it infringes upon CGL's copyright.  You'll have to acquire the book, PDF, or ask someone.  As a reminder, you have until January 15th.  Then the unit TO&E is locked until the conclusion of the Rim Worlds Invasion Story Arc.

BE SURE TO READ THE ENTIRE MASTER RULES THREAD.

I am highly busy most of tommorow with some family stuff and some other things I had been to busy to take care of which kinda sucks if you have a cell or instant messenger or perhaps facebook or email lol something main thing i am worried about is maybe mech quirks and do i have to have a rank i thought i had one so if i need to adjust it do tell but if not what is my current rank then?

Your in-character rank will be sergeant, unless you take a non-piloting or gunnery skill at a high level as a personal specialty (thus making you a Warrant Officer). You do not need to pay XP to purchase this rank; it's assumed, since everyone in the campaign is a member of the military.

Additionally, I really, REALLY need you to confirm that your character is finalized.  By tonight if possible, tomorrow by 5pm at the absolute latest.
