He should be automatically allowed to pilot any 'Mech with a Pheonix in the name without penalty

Just update the mech and personnel google docs in the TO&E main post. I have another version of the TO&E that will update us to July 1st and catching the versioning will be a pain.

Remove Reaper Lance Crusader and Remove L. Nimitz. Add Gladiator -3R. Got it all.
