Deployment
Rangers: Deploy on the west side of the map, up to 5 hexes from the map edge, into any legal hex.

MOC: Deploy up to 4 Mechs within the area of hexes marked "1".  Deploy up to 4 Mechs within the area of hexes marked "3".  Deploy any remaining units (but no more than 6 total units) in the area of hexes marked "3".  Note Environmental Conditions, below.

Environmental Conditions:
City Fighting: All buildings use standard CF for their listed rating, and must check for basements if appropriate.

Defender: MOC units may not deploy into buildings, nor may enter a contiguous building which the Rangers have not entered first.

Battlefield Support:
None

Ranger Victory Conditions:
1) Destroy or render incapable of spending MP at least 4 enemy units
2) Ensure that at least 3 of your units (including the liaison) are capable of spending MP at the end of the scenario
Rangers may declare victory if they have taken less than 3 casualties and caused 4 or more casualties.

MOC Victory Conditions
1) Destroy or render incapable of spending MP at least 3 Ranger Units
2) Take less than 4 casualties.

Misc Rules
1) Exiting the battlefield requires a unit to remain stationary at the board edge for 1 turn.  Only a single spent MP is required to move offboard (ie, the environments MP penalties doesn't apply; or, more specifically, the Minimum Movement rule overrides it).

2)The MOC forces will attempt to capture ejected MechWarriors for ransom instead of shooting them.  However, if the Rangers deal more than 40 total CF to building hexes through any means, or if the Rangers directly cause any contiguous building to collapse, the MOC forces in this scenario will instead kill ejected MechWarriors; if no Ranger unit is closer than the ejected MechWarrior (ties cancel), the MOC units will fire at the ejected MechWarrior with a single weapon that turn, using normal rules for targeting ejected pilots (see campaign rules).

When do reinforcements enter and when? Also, is there any SPA's and what is the CO's tactics?

I'm assuming then you'll only have 1 copy of City Downtown map too.  In this case, use City Suburbs.  That map has three "rings" of buildings.  Add +3 levels to every building along the innermost ring, and the middle "ring".  Any Medium or Light structures become Heavy (90 CF per hex).

Quick update. Logan won this scenario by destroying 6 mechs and 2 vehicles. He didn't lose any of his forces. After action report to follow.

     We deployed on the north-western part of the battlefield, and the enemy deployed in three groups along the eastern edge of the battlefield. As we moved to engage, we split into two main groups, Wolverine and Wolverine II on the northern side, and Gladiator and Centurion on the southern side. After a short amount of time, one of the enemy Stingers was knocked over. Its Machine Gun ammo exploded, and a small crater was left in the pavement where the Stinger once stood. Seconds later, the second enemy Stinger lost its second leg and fell to the ground both legless and armless.
     A minute into the battle enemy reinforcements arrived. After the reinforcements arrived, one of the enemy Vedette tanks was destroyed while another was immobilized. One of the enemy Phoenix Hawks lost its second arm and shutdown with no arms and one leg while prone, bringing the tally of immobilized and destroyed units to 5. A Locust from the enemy reinforcements attempted to charge the Liaison but was immediately vaporized. An enemy Wasp was also put out of commission within a few seconds.
     Before the battle reached its conclusion, an enemy Vedette and a Firestarter were destroyed. In total, 6 mechs and 2 vehicles were destroyed. Friendly units took moderate damage, but no friendly units were destroyed.
