Hey, there's 5 things there! 

Well, yeah.  There were a WHOLE BUNCH of things with 2 votes. 


So here's the top vote-getters, with some example systems so you can get a closer idea of what we'd be aiming at.  Because it got asked a lot, the difference between skirmish and large-scale essentially boils down to whether one base on the tabletop represents 1 guy or more than 1 guy.  For example, in Flames of War, a base represents of squad of about 10 men (with 3-5 guys on the base).  In SAGA, one guy is one guy.

World War 2 Large-scale
-Flames of War, Kampfgruppe Commander, Frontline General, Micro Armor WW2

World War 2 Skirmish
-Battleground WWII, 5 Men in Normandy/Kursk, Chain of Command, Bolt Action (there are enough 3rd party 28mm minis now to make it worthwhile)

Napoleonics Division-scale (ie, you'd have roughly 6-12 infantry battalions, each battalion has 3-4 1"-square bases, each base represents a company of troops, plus 6-8 bases of cavalry and 3-4 of artillery)
-Napoleon's Battles, Shako!, Column-Line-Square, Blucher

Medieval skirmish
-SAGA, Lion Rampant, Hail Caesar

Modern Warfare (1980s+) skirmish
-Airland Battle, Challenger, Challenger 2000, Micro-Armor
