Registration will be opened during Origins

I will be setting registration to be allowed with moderator approval starting Wednesday evening to allow for more players from  Cincinnati and surrounding areas to join the boards.  Registration will be kept open for 14 days to allow people to catch up in their after con comings and goings.

Darrian, Riegen will be handling the obvious causes of yes/no, and I will handle any questionable ones.  In addition, the IP ban list will be tweaked to be sure that I don't accidentally prevent legitimate users from accessing the site.
