Both of these are 5-man points. I physically cannot make an Elemental unit anything but a 5-man unit, and if I have fewer people it becomes undeployable.  So you have 2, 5-man points and we'll move on from there.

Yes on both, but Tac Genius wouldn't have any effect on anyone but that vehicle unless things had gone REALLY south, since it only affects your unit and subordinate units.
