So starting a St Ives Prefecture character.  Being aCapellean citizen means society minimum is 3, choosing administration and negotiation for +1 to skills, exceptional attribute/edge and stigma/capellean sympathizer (although this wont come into play for a few more years).

increase gunnery, pilot and scrounge by 2; rifles, tactics/mech and first aid by 1

Ok, to start out with I forgot the -1 on the 2nd pass through AIT warrior house training.  Spending a point of edge will fix that,but its oh so costly.

Don't forget you can sell back certain Traits. Most notable is "Vehicle"; if you wanted to start with a Heavy Mech, and you have Vehicle 7, you can sell back 1 point of Vehicle to get a 6 score, start with a Heavy, and gain 1 TP.

The 8-point Negative Trait limit is for negative traits purchased with the intent of gaining extra TP.  So if you took, say, TDS, that's 1 TP and you could take on 7 more negative trait points.

Ok, here we go with final stats:

Sell back l level vehicle ,good vision and 1 level , buy fast learner and wealth 3.  Acquire glass jaw and increase to enemy (2)

buy pilot from 3 to 5, gunnery from 2 to 4, tactics from 2 to 3, scrounge from 1-3, beauracry solaris VII from 0 - 2, which is all 47 of my free points.  Also have 4 points in SPA, for Maneuvering ace
