And, for reference, I'm actually going to leverage my position as Unit CO this time to hire Jasmine Lehmann (Mech Tech, Veteran) into my warehouse.

Unit-wise, we're pretty good with personnel.  Both the motor pool and aerospace division have easily sufficient technical support.  Our medical staff is sufficient; I'd hire an Elite doctor if one comes across our radar, but for now we're OK.  Administratively, our weakest position is logistics, but there's nobody from the marketplace who can assist with that right now.  Again, if we see Elite admins come across the board, then we want to grab at lest 1 Elite in each category (preferably young-ish ones, so we don't have to worry about retirement for a long while).

There ARE Elite Mechanics and Aero Techs available if people want to grab them up, though.  It's not necessarily a matter of "need to", so much a matter of "getting them while they're available."

I would say grab the elite AeroTech right now. Repairs on areo assets are ridiculous and the unit has enough assets to benefit from padding the ranks there. For the mechanic, meh, no strong feelings.

If worse comes to worse i could take one of each veteran admin that is there

That part is only if there is a bonus for me to even take those(not sure what they give i know i seen something in rules but drawing blank)

The unit runs administrators and vehicle techs, not individual lances.  But you can put a claim in for the other Vet Mech Tech; once everyone has had a chance to chime in, I'll make a call on that.
