This version of the Mobile HQ requires 3 crew (driver, gunner, 1 comms personnel [gunner]).  It gives a +1 initiative bonus when deployed on the battlefield.

Note that there are other versions of the Mobile HQ which give larger bonuses (more Comm equipment), and which require a larger crew.  Every 2 tons of Comm equipment requires 1 crew, and Mobile HQ's can mount up to 7 tons.
Okay, so we have regular vehicle crew from the artillery who can run the MHQ, no need to hire any more crew.

I would be surprised if a LAM ever came up for less than 250% that wasn't a black market buy. But yeah, not on my wish list when the money could evaporate.
