Probably something to do with militaries not wanting soldiers to change their equipment regardless of how worthless it is in the field. Seriously though, some of the canon configurations are only suitable for modification. See the upgraded Kurita Shilone (SL-17R) as an example.

I don't need optimal, just not actively anti-optimal. For the Atlas, a Gauss for AC/20 swap with a PPC in place of one of the lasers after a DHS upgrade would work pretty well.

so that atlas looks pretty good right about now but i cant justify getting it right now as the build would end up as 2400 bv or so plus it doesnt have case or really long range weapons ffs
