ATTN GM: I've had 3 natural snakes on removing heat sinks.  Technically this is potentially involving quirks.

Removing from what someone else told me, isn't necessarily a customization. Removals are just a pass/fail with failure causing double time. In this case the 2/12 will have no effect. The 2/12 only affect items that are added, but do not belong.
Also with customization, The additions should be done all at once.
