So that would mean anyone who forced a unit into that wouldn't necessarily get xp then which is fine I'm just trying to figure out who is tracking what considering I thought I heard someone say they would get credit on forced withdrawal

Yea, there's no XP for forced withdrawal. Your units should have all received a minimum of 2 each, 1 for mission survival and 1 for mission success. If you got any kills, there's more xp.
This is generally correct.
The thing I want to add is that making a unit "combat ineffective" is somewhat subjective. For example, if you blow off a leg and arm of a unit so that it cannot stand up or prop & fire, but the unit is still technically active, then I would say you have rendered the unit combat ineffective. If you immobilize and blow the gun of a Hetzer, you haven't destroyed the unit, but it's combat ineffective. If you just go internal by 1 point in 3 locations on a Mech, forcing it into Withdrawal, and it conducts a fighting retreat off-board, then it's still combat-effective. Hell, if you've been putting alpha strikes into a target for 4 straight turns and have stripped off a couple of limbs and 95% of its armor, and somebody else drops by, hits it with a a single SRM, and it blows up, I don't even mind if you both mark an XP for that unit. Basically, you should be able to judge for yourselves whether you
deserve a point of XP for what you've done to that unit based on these standards.
Essentially, you can judge for yourselves whether you've done it or not by a combination of these standards and the standard of common sense. If two people end up marking an XP for the same kill every once in a while, it's not the end of the world, and if we start fighting over who gets Kill XP...well, that's not the end of the world either, but it may well be the end of the campaign. I expect each player to be honest, to not cheat, and to not powergame the system, but to mark themselves XP fairly and when they've clearly deserved the XP. I'm not going to be checking, unless it's really blatant (if I see somebody buy Sniper @60 XP by next game...). We're adults, and this is NOT a competitive game.
Just like most aspects of this, if you want to cheat, you can. You're only cheating yourself.
