Firestarter modifications

Change engine type and rating (I assume going from standard to XL includes the rating change since the Std-->XL transition is a class F mod vs. the rating change at a class D.)
210 Std Engine --> 245 XL Engine
Move CT Flamer to Head
Install jump jet in CT
Change Left Arm MLas to MPLas

Total time required 22.5 days at normal time, base TN 9 for regular tech at a factory. Work can begin 5.625 days before landing and do 75% of work at the factory. Failure would double time to 45 days. Successful finish time would be May 2nd to May 24th. Failure puts completion at June 16th. Since extra time would risk failure to complete in June, no extra time will be used.

If I acquire an elite tech, he/she will do the work, since hiring would happen on May 1st. There is sufficient time to allow work to begin on landing to prevent the tech from having to hitch a ride on an outbound dropship a week before it would be possible to know we would be hiring. That would push everything a week forward to May 7th start, May 31st successful completion, and June 23rd failure completion.

I forgot to add that there is also 1.5 tons of added armor in the modification.
