wasp quirks are good tho--but i would say as a far second to the ostscout if i can get my hands on one of those it becomes 7/11/7 with 5 ml or a single ll in the ct to keep with the single laser hard point the 5 ml is a bit more scary tho

You're starting in the wrong place.

Same section, paragraph above what you're referencing:

Additionally, Veteran and Elite MechWarriors have a larger chance to begin play with an SPA. Veteran and Elite MechWarriors have 1-2 SPAs on a roll of 8+ on 2d6. These always ignore prerequisites.

So in the case of Getta, I rolled a "5".  Which means no SPA.  Had I rolled an 8+, I would then reference the tables below (Veteran or Elite, as appropriate).  If I'd rolled a 4-5 on that resultant d6, I'd choose a 20 XP SPA for her, and then randomly determine a single 30 XP SPA.  If a type-specific SPA which as Weapon Specialist had resulted, you would get to choose the specific weapon type; all I'd say is that she had Weapon Spec.

That was an early thing that died a quick death. You have X (4xWIL or 5xCHA) purchase attempts per month. All parts are purchased via scrounge rolls.
